The old resist and fitting requirement values were mostly self-consistent, and they were also consistent with the scheme used for the other modules like shield boosters, shield hardeners, passive armor resists, and armor hardeners.
The self-consistency seemed obvious to me: Pithum modules of a particular type had larger resist bonuses and higher fitting requirements than the same type of Gistum modules, and certain officer modules correlated to certain deadspace modules.
The new scheme does away with all of that. Now, Pithum and Gistum mods have the same resists and higher and lower fitting requirements (respectively) EXCEPT that the Gistum B-Type has a slightly higher resist and the same fitting requirement as the Pithum mod, and the officer mods are out of line with their related deadspace mods-- Gistum B-Type WAS equivalent to Hakim's, but now it is equivalent to Vepas'! How did that happen? Where is the consistency?
This adjustment actually unbalances shield amps with respect to the other module types, which will create more confusion, not less, since people will have to be mindful of both the "old" and "new" systems for valuing modules.
As I see it, there are four options available to CCP:
1) Don't do anything else; leave shield amps and the other modules as they are now. 2) Restore the original shield amp bonus/fitting scheme. 3) Change all the other modules so they are in-line with new shield amp scheme. 4) Try to fix shield amps in some way other than (2) and (3).
I have found that there is a tendency in corporate culture to not want to take a step back when bad decisions are made, and instead to either move forward like everything is fine ("damn the torpedoes, full speed ahead!") or try to "fix" the bad decisions with more bad decisions. While I hope this will not be the case, I fear very much that it will be; this was a very bad decision, the consequences for which are are much farther reaching than they appear at first glance.
Finally, I whole heartedly agree that CCP dropped the ball in not including this in the patch notes. Given the impact of these changes, this was not an excusable mistake; this reeks of poor change-management control within the organization.
Quickly for my own clarification...
Pith, Pithii, Pithum = DEDspace complex (exploration) loot. Correct?
Gist, Gistii, Gistum = Faction spawn loot? is this right?
Which is supposed to be the "superior" or "rarer"?
